Mō tēnei tūranga mahi | About this role
As the Team Leader Transport Operations, you will be in a senior engineering position that is responsible for managing day-to-day operations to ensure continuous provision of a safe and accessible transport system, at appropriate levels of service, for all road users and the wider community.
This primarily involves managing Council's transport operations team to ensure delivery of corridor management, procurement and management of road maintenance and renewal contracts, network condition inspections, fault identification and works programming.
Key Responsibilities:
- Provide meaningful leadership to the Transport Operations Team, fostering a high-performance culture, providing clear direction and technical support.
- Oversee all network programming to meet safety and maintenance requirements, optimise resource efficiencies, customer needs, and financial constraints.
- Procure and develop physical works packages, including appropriate and well scoped contract documentation in accordance with Council and NZTA policies and procedures.
- Manage and successfully deliver the transport maintenance, operations and allocated renewals programmes.
- Necessary communications are carried out in a timely manner to ensure smooth implementation of the works, with regular and relevant updates provided to internal stakeholders, Council and committees as required.
- Oversee all Traffic Management Coordination and Corridor Management for the network. Lead proactive collaboration and build strong relationships with neighbouring RCA's (including NZTA) and Utilities.
- Actively facilitate a safety culture to make WDC a safe place to work and lead the improvement of health and safety systems and practices in your team.

You are an experienced engineering professional with a strong background in transport and the local government sector. You excel at leading a high-performing, collaborative team. YOu will build positive relationships with diverse stakeholders and possess the expertise to navigate complex situations. Your attention to detail, proactive problem-solving skills, and ability to manage multiple priorities ensures we provide a safe and efficient transport system for our community.
Ideally you'll have:
- Bachelor of Engineering Civil or NZ Diploma in Engineering Civil
- Minimum of 10 years' experience in civil engineering works, preferably in roading/transport and local government.
- Has experience with:
- New Zealand Conditions of Contract, i.e. NZS 3910
- New Zealand Transport Agency policies and procedures
- Motivating and managing staff.
- Preparing contract documentation, tendering, contract administration and risk management.
- The Health and Safety in Employment Act and Local Government Act 2002
- Strong interpersonal and communication skills with the ability to build and maintain positive relationships.
- High attention to detail, excellent time management, and a solution-focused approach.
- A full, clean current driver's license.
