Procurement Contracts Manager

Selwyn District Council

We're building our procurement capability and looking for a skilled Procurement Contracts Manager to help shape how Selwyn District Council manages contracts — improving consistency, systems, and performance. Reporting to and working closely with the Head of Procurement, you'll be instrumental in developing better processes, creating a centralised contract management system, and building strong relationships across the organisation.

This is a technical, hands-on role where you'll take ownership of how Council-wide contracts are managed. From day one, you'll consolidate all existing contracts into one system, creating a single source of truth for the business. You'll liaise with Legal to review agreements, provide advice on contract terms and risks, and help business units manage renewals, variations, and performance. Alongside the Head of Procurement, you'll also help shape policies and guidance to strengthen governance and contract management capability.

What you'll do:

  • Oversee the full contract lifecycle — from initiation, negotiation and execution through to renewal and close-out
  • Liaise closely with Legal for review and finalise agreements, providing expert advice on contract terms, risks, and governance.
  • Develop and implement a centralised system for contract management and reporting
  • Work with business units to ensure all contracts meet legislative and organisational obligations
  • Support teams to manage renewals, variations, and performance reviews proactively
  • Build strong relationships with internal stakeholders, suppliers, and Council leaders

About you:

You'll bring a mix of technical expertise, commercial acumen, and strong collaboration skills — with the confidence to influence and improve contract management practices across Selwyn District Council.

You will also have:

  • At least 7 years' experience in contract management or procurement within a complex organisation
  • Strong understanding of legal and compliance frameworks related to contracts, with experience working alongside Legal teams
  • Excellent stakeholder engagement and relationship management skills, including working closely with senior leaders
  • Analytical and problem-solving abilities with a focus on continuous improvement and efficiency
  • Effective communication and negotiation skills, able to influence outcomes and build consensus
