People & Capability, Business Partner

Kaipara District Council

  • Part Time, 36 hours per week | Fixed term until June 2027
  • Based in Mangawhai or Dargaville, with Work From Home Options

We're looking for a fixed-term People & Capability, Business Partner to join our People & Capability team and play a key role in delivering strategic people projects across Council.

This is a hands-on role where you'll work across organisational change, wellbeing, workforce transition and capability initiatives, helping to drive delivery, support leaders through change and ensure key people programmes achieve meaningful outcomes.

What you will be doing

  • Supporting people-related workstream activity for the Northland Waters transition, including workforce impact planning, consultation support and change readiness
  • Leading or contributing to priority People & Capability programme initiatives
  • Providing practical change support, leader guidance, stakeholder engagement and communications input for organisational change initiatives
  • Coordinating learning, capability and manager support resources that help build organisational capability and resilience
  • Maintaining clear records, action plans, status updates, risks and reporting to support effective programme governance and delivery

What you will bring

You're an experienced HR, People & Capability, organisational development or change professional who can build trusted relationships, provide sound advice and deliver meaningful outcomes.

We're looking for someone with:

  • A relevant tertiary qualification in human resources, organisational development, change management, learning and development, business, or equivalent experience
  • At least five years' experience in a generalist HR, P&C business partnering, organisational development, change or capability-focused role
  • Experience delivering people-related projects, programmes of work or organisational initiatives
  • Strong knowledge of New Zealand employment legislation, employment relations practice and HR policies and procedures
  • Strong written communication, advisory, coaching and influencing skills, with sound judgement and attention to confidentiality and procedural fairness
